@j12i when I put it on Google I see many images of normal restaurants, plus the text says there's an exemption if you buy a meal or drink. also there's a separate paragraph for bars and dance clubs.

@elilla In my mind, as a person having lived their whole life in germany, they are distinct categories.
A Gaststätte is a place with a menu of lunches/dinners and almost all also serve beer and other alc.
A Café is a place that serves coffee, tea, cake/pie/pastries, maybe breakfast, also maybe a small menu of other food, but not really full lunches. Also serves alc. often, but seldomly beer. Definitely not from a tap.
I don't really know if the law definition is similar, though.

I looked a bit further and it seems you were right all along.
According to §1 Gaststättengesetz a Gaststätte is everything where food or drinks are sold for immediate comsumption.

weirdly talks about drinks in the second paragraph and retcons it to mean alcohol in the third. :flan_confused:
note: 'Getränke' has way less association with alc. than the english term 'drinks', I think.
